1) 人不在电脑旁边一定要锁住屏幕。如果不这样的话，别人有可能在你的机器上操作并
嫁祸你，也可能会利用你的网络权限干点你不想做的事情。其实在任何一个工作环境中
都可以看到大量的不锁屏幕的机器，这倒的确是一个不小的安全隐患。
2) 学会使用各种 PDA。这样遇到在突发事件的时候，你可以拍下现场并传送到远程，还
可以收到同伴给你发来的电子地图。手机 24 小时开机，深入敌后的时候一定要设置成
震动的。
3) 掌握网络安全技术(尤其是加密解密)的人是不可替代的。CTU Leader 动不动被撤，
但是你看看那些能够解密的技术人员，都是被求着干活，而且他们往往是在最后一刻拿
出来很有价值的线索。
4) 做坏事的时候要检查周围有没有摄像机，与人对话检查一下有没有窃听器。如果被拍

国家留学基金委答学生提问

Q1.关于交保证金的问题。据说现在申请的国家被分为两类，一类是发达国家要交4万，
另一类不发达国家要交2万，这个费用对于学生来说负担挺重，可否减免保证金。
A： 缴纳4万元或2万元的保证金不是指接受的国家不同而缴纳的不同，而是指国内申请
的不同地区缴纳的保证金不同，比如北京地区，西部地区。当然对于申请国别不一样缴
纳的保证金也有不一样。对于学生申请，保证金是减半的。例如北京的学生去美国，本
应缴纳4万元保证金，但对于在校学生，由于没有工作没有经济来源，则只用缴纳2万。
同样，本应缴纳2万元保证金的，在校生只用缴纳1万元。对于收取在校生保证金的情
况，国家留学基金委以人为本，是充分考虑到这种特殊情况，为在校生做出的特殊规
定。
Q2.国家公派留学人员的补助是多少？国家留学基金委提供的生活费是否足够学生在国外
的生活？
A：奖学金或生活费的发放是由使（领）馆按照国家公派留学标准按季度发放。公派留学
人员必须在到达对方国家后10日内到使（领）馆报到，留下联系方式、银行帐号等。使
（领）馆会按季度将奖学金或生活费打到学生提供的帐号上。但前提要求是一定要在国
外认真学习，不能参与其他例如经商之类的活动，如果被发现有诸如此类的活动则奖学
金或生活费将停止发放。国家留学基金委提供的生活费百分之百满足学生的基本生活需
求。
Q3.国家基金委网站上说这次派出时间是9月份，但如果邀请函要求是7月入学，学生必须
要等到9月份走吗？
A：这不是硬性规定，若办理7月份的签证来得及，则可以在被批准派出后按照对方学校
要求入学。并且派出资格会保留到12月底。
Q4.现在国外有很多著名的研究机构，这些研究机构是否包含在这次的项目内？如果与这
类研究机构联系成功，是否也可以申请这次的国家公派项目？
A：可以申请。只要是攻读学位，对方研究机构可以授予学位则可以申请本次的公派项
目。
Q5.这次公派项目是否可以带配偶？若带配偶那资助的费用是不是要比一个人多？
A：可以带配偶，但是配偶的手续要按照国家因私出境的规定来办理。此次公派出国项目
只资助国家公派留学人员，配偶费用自理。
Q6.办理护照、签证是国家留学基金委代办还是自己办理？是因公护照还是因私护照？
A：办理因私护照。国家留学基金委可以发放108表，这是基金委专门为国家单位公派出
国准备的。但有的地方不需要提交这个表，只需要提交户口本。具体要按照公安部门的
要求来办理。签证是看对方国家要求如何办理，例如美国是要求本人在驻华使馆登记面
签，而英国等有些国家可以找机构来代办，只要提供本人的签证材料我们教育部留学服
务中心就可以帮助同学代办英国签证，机票也可以帮助代买。
Q7. 现在是在读硕士，现已获得我校的硕博连读资格，在本校应该是今年9月入学读博
士，但现在还不是博士，已经获得加拿大大学的邀请信，能否在9月份已经入学读博时派
出进行联合培养？
A：可以申请。
Q8.如果提前完成学业回国，有何相关政策？
A：使（领）馆会根据你的情况进行审批，不会提出违约。国家鼓励按期或提前完成学业
回国服务。

毕业证书今年年底才能拿到，这也可以列为今年计划，但这种情况要求得到贵校校长同
意。
Q11.现在入学通知书或邀请函要求盖章， 但是在国外教授亲笔签字的邀请函就代表入学
通知，这种情况还需要对方学校在入学通知书或邀请函上盖章吗？
A：不用。只要对方教授出具了亲笔签字的邀请函就可以。但是德国比较特殊，除需要对
方教授签字的邀请函外，还需要对方学校出具的入学通知书，才能办理签证和其他手
续。盖章是在公派留学生出国前，该生的邀请函要经过自己学校的审核，派出学校需要
审核盖章，证明学校同意派出该学生。
Q12.据说现在农业大学可以在自己的校内医院体检， 我们学校可以在校内医院体检吗？
A：不行。体检必须在甲级医院进行。
Q13.现在外语系学生申请时遇到了一个情况，申请的学校不提供学费，学生想自费，可
否申请该奖学金项目？
A：不可以。这个项目不能与自费项目合用，要严格区分开。
Q14.关于青年教师申请的问题，我现在是青年教师，正在申请国外的学位，但现在还没
有拿到邀请函，现在还能不能申请这个公派项目？
A：青年教师可以申请专门针对老师的公派项目。这个"国家建设高水平大学研究生项
目"目前规定只面向学生不面向老师，老师另外有国家留学基金委的全额资助项目。
这个项目是针对在校研究生和博士生的，申请联合培养的学生必须提供国外教授的邀请
信，否则不能申请这个项目。如果学生申请的是访问学者的项目，则可以在申请被基金
委批准后再提交邀请函，派出资格2年内有效，在这两年里联系好后就可以出去。
博士后项目是指博士毕业后，4年之内可申请博士后，如果是8年前博士毕业则不能申请
博士后项目，应该申请访问学者。对于访问学者的资助时间无特殊情况是在1年以内，如
果提出要资助1年以上的则需要由专家评审，若专家认为的确要资助2年的就可以继续资
助。访问学者的资助年限一般是6-12个月，博士后的资助年限是12-24个月。
Q15.现在已经收到了美国一所大学的免学费证明，这个免学费证明相当于对方学校同意
我入学，但是正式的入学通知还要过一段时间才能发过来。我现在可以申请这个项目
吗？
A：可以申请。只要对方学校对你发出邀请信或者带有意向性的信函，不论是e-mail还是
fax只要里面体现了对方学校接受你去读什么学历，何时入学，经费如何解决等这些基本
信息，就可以先向国家留学基金委申请此次公派项目。但如果申请时提供的是意向性的
信函则必须在派出前提供对方学校的正式邀请函。
Q16.美国的签证现在非常难拿，如果被拒签怎么办？
A：如果被大使馆拒签，就无法派出，但是留学资格一直保留到今年12月31日，如果该期
限内一直没有得到签证，则公派资格自动取消。
Q17.现在已经拿到了美国大学的录取通知书，并且对方学校为我免学费，但如果在对方
学校读博，按照对方学校的要求需要6年，但国家留学基金委的公派项目里资助时间最长
的是4年，那么剩下的这2年该怎么解决？学生回国服务年限是多长时间？如果在读期间
需要转学到另一个学校就读，这是否算违约？
A: 在文件上留学期限规定的是不超过36－48个月，但留学基金委也注意到国外学校的学
制不一样，这样具体资助年限就按照对方国家或学校的学制来计算，不受36－48个月的
限制。学生回国后的服务期限要求是2年。对于转学这个问题，留学基金委也在深入的研
究考虑中，如果无特殊情况一般不允许转学。如有特殊情况，则应向使（领）馆及时提

A：这个问题基金委没有作出严格规定，但是又非常想避免这个问题。这个情况不提倡，
但如果这个学生很优秀，课题又很好，那么就具体情况具体分析。
Q21.留学基金委的大纲里有关于应届本科毕业生攻读硕士学位的项目， 但是当前项目里
面又没有提到，请问应届本科毕业生可以申请公派读硕士吗？要申请是否要通过受理机
构，能否通过学校申请？
A："国家建设高水平大学公派研究生项目"是资助出国就读博士学位。除了这个项目还
有其他7000人的派出计划，这是国家留学基金委本来就有的项目，很多都是资助学生出
国就读硕士学位，但是这次的项目不资助就读硕士学位。申请公派出国就读硕士学位必
须通过受理机构，不能通过学校，因为国家留学基金委要组织全国大评审，这些项目与
这次的公派出国项目不一样，不保证学生一定能申请到，要同全国申请人共同竞争，而
这次学校的公派出国的项目名额是有保障的。
Q22.基金委的网站介绍里面有很多与国外院校的合作项目，如果自己申请的学校不在这
些项目里，可否申请国家资助？
A：你可以申报国家资助，但是申请的专业要符合国家重点资助领域，评审时要根据是否
是国家重点资助项目来决定。
Q23.这次公派资助项目的审核结果什么时候出来？ 如果对方学校要求5月份入学怎么
办？
A：现计划在4月底之前把通知发到各个学校。如果导师要求5月份入学，理论上讲来得

底，只要和导师商量好了入学时间，学生只要办理好手续就可以走。

A:不能延长。3月20日网站会自动关闭，我们要对全国申请人都做到公平公正。
Q25.现在想申请联合培养的项目，对方学校的导师已经给我发了e-mail表示欢迎，而且
也谈到了学习一年以及研究计划，但是现在该导师在外出差，不确定导师何时才会回到
美国所以不敢保证3月20日前能拿到正式的邀请函，是否还能申请？
A:如果有对方导师有意向性的e-mail或者传真现在都可以申请，等接到正式邀请函后再
